Upon Achieving Foundation Trust Status

Upon achieving Foundation Trust status:NHS Elect will continue to assist Trusts after they have been awarded Foundation Trust status so they continue to be successful organisations with the following support package:

  • Marketing and Branding Strategy

NHS Elect can support FT to develop its new corporate identity and branding through board
level workshops and e-marketing solutions. The Marketing Programme gives more information
of the full support available to members.

  • Procurement, Partnership and Risk

NHS Elect will help members to assess opportunities to bid and work in partnership with other
local providers, there are three strands that would be useful:

Responses to partnership requests

1. Board session introducing the law (procurement, consultation & employment) and

understanding what your PCT has to procure using European rules, what restrictions
consultation may bring to proposed changes, and covers the legal requirements in terms of
TUPE & other employment law (e.g. Pensions Passport). The session will also cover DH policy
framework and how this is driving changes in organisational behaviour and how some of the
law is affected by this policy. Finally, what should be the FT’s business strategy response in
light of these external policy and legal drivers.

2. Business Planning and the REID guidance about external investments

Building in the FT Business Planning process, principles of Monitor’s Risk Evaluation for
Investment Decisions (REID) and FT Merger guidance to ensure that projects do not adversely
affect the risk rating of the FT.

3.  Toolkit / Proformas

Using NHS Elect designed proformas, individual directorates / strategic business units are able
to quickly assess if offers of vertical integration schemes have enough merit (or presents too
much risk) to be worked up to full proposals. This process determines if a partnership proposal
should be recommended to a Board by assessing the plan for Strategic Direction, Financial
plans and operational & clinical deliverability, thereby saving the Board much time and
expenses at the initial planning stages.


The support outlined covers the majority of the post-FT support, additional or bespoke support is
available at a reduced daily rate to members if required.
